Translate as: "Due to its (the resettled groups) decline and weaknesses, they (government) relocated them (the resettled groups) to the capital region, where both the officials and the common people indulged in luxury, insulting their (the resettled groups) weakness, causing their (the resettled groups) resentment to seep into their very bones."
